A situation

  • Strong demands from many states, in the field of inspection of electrical safety
  • Some countries already have experience in the subject, some countries having no experience at all
  • The CONSUEL (France) sets up a symposium on this matter in December 2000, with more than 60 participants, from 15 different countries

Exchanges of views

It resulted from the various debates :

  • A large shared concern ; a matter considered as basic ; for all, a common concern : in the new and/or
    renovated buildings , reduce the risks, provide information and training
  • But, significant disparities, degrees of advancement extremely variable, from one country or body
    to another
  • The hope that such kind of meetings be renewed
  • The wish to progressively converge towards some harmonisation between the systems of references,
    the methods and the procedures
  • An interest to obtain, one day, a recommendation of the European Commission on the principle of
    a systematic inspection in old dwellings

A common will

  • Exchange, share experiences or solutions
  • Carry out common studies
  • Have an addition of competences and expertises, maintain the established contact by the setting up
    of an international association or federation, in view of gathering the national actors, in charge
    of electrical safety, or wishing to play a role in it

Outcome

On the 1st February 2002, invited by ODI, the constitutive General Assembly of the FISUEL, hold in Beirut, with 19 members, from nearly
10 different countries, elected as its first President Philippe André, President of CONSUEL (France).
